Chief Executive Officer, Derbyshire Association of Local Councils (DALC) 


The Derbyshire Association of Local Councils (DALC) is seeking a confident , inspiring and articulate Chief Executive Officer to lead our organisation at an exciting time of opportunity and growth. This is a unique leadership role at the heart of the parish and town council sector, offering the chance to champion best practice, shape policy and support grassroots democracy across Derbyshire.  

As CEO, you will work closely with our Board of Directors , using your knowledge and understanding of local government and the role of the local council sector in that, to deliver strategic leadership across the organisation and its membership ; and liaise with national, regional, and local partners, including NALC, principal authorities, and other key organisations .  

You r excellent communication skills will be used to support member councils on governance, policy, and operational matters; and lead on advocacy for the sector , ensuring member voices are heard and influencing decision-making; oversee the delivery of high-quality training programmes, events, and sector development initiatives; manage DALC’s finances, governance, and organisational systems, ensuring compliance and efficiency; drive the strategic plan , ensuring DALC continues to grow and meet the needs of its members .  

Essential skills and experience include:  

  • Strong management and leadership experience , including managing people, budgets, and organisational priorities   

  • Excellent communication and interpersonal skills , including public speaking and report writing   

  • A clear understanding of local government , and the role of parish and town councils in that, as well as the wider public sector environment    

  • Ability to build relationships with elected members, officers, and partners    

  • Proven ability to organise, prioritise, and deliver under pressure    

  • Strong IT and administrative capability, including use of digital platforms and data  

  • A self-motivated, diplomatic, and professional approach , with the ability to handle confidential matters sensitively   

You’ll stand out if you also have:  

  • Experience within local government or the parish and town council sector  

  • Knowledge of local government law, planning, or governance procedures  

  • Experience delivering training, events, or advisory services  

  • A relevant professional qualification (or willingness to work towards a professional sector qualification

Additional Information  

  • Based at Cromford Mills , with travel across Derbyshire and occasional national meetings  

  • Some evening work and flexibility required  

  • Access to a vehicle and a full driving licence is essential  

  • 30 hours per week (flexible to increase to full time )  

  • SCP 37–41 (£48,226 - £52,413 fte ) plus pension (NEST scheme)
